Often when jars cannot be downloaded, the issue is resolved by clearing the Java Web Start cache.

1. Navigate to your Application folder, and then go into Utilities.

2. Double click on Java Preferences to open it up.

3. The second tab at the top is labeled "Network", click it and then you can hit the "Delete Files..." button at the bottom and the cache will be cleared.
